In 2013, UPSC introduced the Ethics Paper, officially known as General Studies Paper IV, as a pivotal component of the civil service mains exam. This innovative inclusion aimed to assess aspiring civil servants' ethical values, integrity, problem-solving abilities, and ethical decision-making skills.

Addressing Ethical Concerns: The questions posed in the Ethics Paper are strategically designed to evaluate candidates' perspectives on issues pertaining to integrity and public probity. Through case studies, this section tests their adeptness in navigating ethical dilemmas and conflicts commonly encountered in society.

Fostering Ethical Sensibilities: The introduction of the Ethics Paper was motivated by a profound desire to instill a heightened ethical sensibility among prospective IAS, IPS, and IFS officers. This move was deemed essential to counteract the declining ethical norms within the government sector, which had far-reaching adverse effects on both governance and society.

Paper Structure: The Ethics Paper comprises two distinct sections. The first, a theoretical segment, delves into a spectrum of ethical, integrity, and aptitude concepts, accounting for 50% of the total score (125 points). The second section revolves around situation-based questions and case studies, designed to assess decision-making prowess, mental acuity, and personal integrity, also carrying 50% of the total score (125 points).
