The Central Government has implemented Integrated Management of Public Distribution System (IM-PDS) from FY 2018-19. This central sector scheme will enable people to take ration at subsidized rates from any place across the country. There will be no restriction on villages, districts or states to take ration under the Food Protection Law. All the beneficiaries can purchase wheat and rice at subsidized rates from any public distribution system shop. Accordingly, this scheme will bring transparency and efficiency in distribution of food grains. IM-PDS for Portability of RCs - Background

To sustain the reforms brought about by the ongoing scheme of "End to End Computerization of Targeted Public Distribution System (TPDS) Operations," the Department of Food & Public Distribution launched a new scheme in 2018 titled "Integrated Management of Public Distribution System (IM-PDS)" for implementation in all States/UTs.

What is IM-PDS for Portability of RCs?

  • Under Public Distribution System (PDS) reforms, the Department has implemented a technology-driven Central Sector Scheme, namely, Integrated Management of Public Distribution System (IM-PDS), beginning in April 2018,
  • It has a total outlay of Rs. 127.3 Crore for implementation in all States/UTs over a two-year period. However, the scheme's validity has been extended until 31.03.2023, with no increase in the total outlay for the scheme.
  • The primary goal of this scheme is to implement nationwide portability of ration cards issued by States/UTs under the National Food Security Act, 2013 (NFSA) for anywhere distribution of subsidised foodgrains to ration card holders in India.
  • The system is now known as the 'One Nation One Ration Card (ONORC) Plan.'
  • The ONORC plan allows NFSA beneficiaries, particularly migrant beneficiaries, to obtain their entitled foodgrains from any ePoS enabled Fair Price Shop (FPS) in the country by using their same/existing NFSA ration card after biometric/Aadhaar authentication on an electronic Point of Sale (ePoS) device.
  • So far, the ONORC plan has been activated in 35 states/UTs, covering approximately 77 million beneficiaries in the country, who now have the option of accessing the Targeted Public Distribution System (TPDS) and their entitled foodgrains from any nearby FPS in these 35 states/UT.
  • Furthermore, ongoing efforts are being made to enable the ONORC plan in the state of Assam to complete ONORC's Pan-India reach for all NFSA beneficiaries in the country.
  • As part of the implementation, the Department has established a Central Repository of all ration cards and beneficiaries' data in the country, which, in addition to facilitating national portability transactions, provides a clear list of eligible ration card holders/beneficiaries for national portability under ONORC.
  • The scheme is being implemented with the technical assistance of the National Informatics Centre (NIC), which is also assisting the States/UTs in the upgrade of ePoS software, integration with the central IM-PDS and Annavitran portals, availability of ration cards/beneficiaries' data in the Central Repository, and the necessary testing of national portability transactions with the Department's CPMU team.

Objectives of the Scheme

  • Integrating the existing PDS systems/portals of States/UTs with the Central systems/portals under the Central Repository of all NFSA ration cards/beneficiaries.
  • National Food Security Act, 2013 (NFSA) ration card holders will be able to lift their entitlement foodgrains from any FPS of their choice in the country without the need to obtain a new ration card.
  • Introduction of national portability to remove restriction on purchase of food grains from the selected cities/districts.
  • De-duplication of Ration Cards and beneficiaries.

One Nation One Ration Card (ONORC) Plan

  • The ONORC scheme is being implemented in accordance with the National Food Security Act (NFSA).
  • It is a national ration card that will allow migrant workers and their families to access PDS benefits from any fair price shop across the country.
  • This system enables all NFSA beneficiaries, particularly migrant beneficiaries, to claim either full or partial foodgrains from any Fair Price Shop (FPS) in the country using an existing ration card and biometric/Aadhaar authentication.

  • The National Food Security Act (NFSA) 2013, which was passed on July 5, 2013, represents a paradigm shift in the area of food security, shifting away from a welfare-based approach and toward one based on rights.
  • According to the Act, up to 75% of the rural population and 50% of the urban population are legally entitled to receive subsidised foodgrains via the Targeted Public Distribution System.
  • As a result, the Act covers nearly two-thirds of the population in order to provide them with heavily subsidised foodgrains.
