What is Sub-Mission on Agricultural Extension (SMAE)?

  • Krishonnati Yojana has recently absorbed the Sub Mission on Agricultural Extension (SMAE).
  • It focuses on raising awareness and increasing the use of appropriate technologies in agriculture and allied sectors.
  • It is divided into four parts:
    • support to state extension programs for extension reforms;
    • mass media support for agricultural extension;
    • establishment of agri-clinic and agri-business centers by agriculture graduates (ACABC); and

Support to State Extension Programmes for Extension Reforms

  • This scheme, as the name implies, assists state governments with their Extension Activities.
  • It aims to make the extension system farmer-driven by establishing new institutional arrangements for technology dissemination at the district level in the form of an Agricultural Technology Management Agency (ATMA) to operationalize the extension reforms.
  • Grant-in-Aid is distributed to State Governments in accordance with the scheme guidelines in the ratio of 60:40 (centre:State) to General States, 90:10 for North-Eastern & 3 Himalayan States, and 100% for UTs.
  • Farmer's Training, Demonstrations, Farmers Exposure Visits, Kisan Mela, Mobilization of Farmers Groups, Farm School Organizations, and so on are examples of extension activities.

Mass Media Support for Agricultural Extension

  • This scheme aims to modernize the country's extension services by transferring technology and information to farmers through electronic and print media.
  • Farmers and extension functionaries receive five levels of publicity and information support, as detailed below:
    • Doordarshan, All India Radio, and private TV channel programs provide first-tier information support. The goal is to make farmers aware of current agricultural and related technologies and research.
    • Second-tier information support via print media, such as newspaper ads, pamphlets and leaflets, magazines, scheme/program compendiums, and so on.
    • Third-tier information support is provided by supporting/organizing national/regional exhibitions, fairs, and Kisan melas.
    • Fourth-tier information support via SMS/inbound voice calls in Kisan Call Centers and the Internet; and
    • Fifth-tier information support is provided by integrating and facilitating information delivery at the lowest level, i.e. the block level, via Common Service Centres.
  • To harness the reach and popularity of social media for the benefit of agriculture extension, a strong emphasis is being placed on using social media platforms to connect with farmers and disseminate information to them.

Establishment of Agri-clinic and Agri-business Centres (ACABC) by Agriculture Graduates

  • This programme aims to tap into the expertise of the large pool of Agriculture Graduates.
  • They can open their own Agri-Clinic or Agri-Business Centre and provide farmers with professional extension services.
  • Agribusiness Centres would provide free/paid services/advice to farmers in order to increase agricultural production and income.
  • This is beneficial in two ways:
    • it provides unemployed agricultural graduates with opportunities for gainful self-employment; and
    • it supplements public extension efforts by providing advisory and extension services, including know-how, to farmers at the grass roots level.
  • Under ACABC, select institutes across the country provide Agricultural Graduates interested in establishing such a centre with a 45-day free specialised training.
  • Commercial banks also provide subsidised loans and credit facilities to Agri-clinic entrepreneurs.

Extension Support to Central Institutions

  • This scheme aims to build the capacity of Extension functionaries as well as the skills of rural youth, farmers, and farmwomen.
  • Directorate of Extension (a subordinate office under Extension Division), MANAGE, Hyderabad (an autonomous institute associated with Extension Division), four Extension Education Institutes (EEIs) at the Regional level, and the State Agricultural Management & Extension Training Institutes (SAMETIs) at the State level are among the prominent institutions involved in this effort.

    • Using knowledge centres to promote sustainable farm agriculture and capacity building among farmers, extension organisations, and other stakeholders.
    • Collaboration with knowledge generators to collect and disseminate information to beneficiaries via all channels.
    • Development of disadvantaged farmer groups who farm in difficult regions where production is very low, resulting in a low macro yield.
    • Connecting the mission to the grassroots level through effective channels such as farmers portals, Kisan call centres, and so on.
    • Providing youth with on and off-farm employment opportunities through a variety of interventions and programmes.

Kisan Call Centre (KCC)

  • The project's goal is to answer farmers' questions over the phone in their native language.
  • The number can be reached via mobile phones and landlines from any telecom network, including private service providers.
  • Farm Tele Advisors (FTAs) are Kisan Call Center agents who have a bachelor's degree or higher in agriculture or allied fields and excellent communication skills in their respective local languages.
  • In call conferencing mode, questions that cannot be answered by FTAs are routed to higher level experts. These professionals are subject matter experts from state agricultural departments, ICAR, and state agricultural universities.
  • The restructured KCC has a number of unique features, including 100% call recording, call barging, voice mail service, customised IVRs, call conferencing through experts, playing state-specific advisories during call wait time, SMS to caller farmers providing a summary of answers provided by FTAs, and farmer registration for receiving SMS from experts on the subject area provided by them for receiving regular updates on selected crops.

National Institute of Agricultural Extension Management

  • It is a self-governing organisation within the Department of Agriculture, Cooperation, and Farmers' Welfare.
  • Its mission is to help state and federal governments improve agricultural extension management services.

Extension Education Institutes (EEIs)

  • A higher level of the system that focuses on unique and new agricultural or farming, poultry/livestock, and so on experiments.

SAMETI (State Agriculture Management and Extension Training Institute)
