Motivation theories differ in whether they look inside the person, at thoughts, perceptions and expectations, or only at observable behaviour and its consequences.
Reinforcement theory takes the second, behaviourist route. It deliberately ignores the individual's inner state - feelings, beliefs and cognitive processes - and explains behaviour entirely through what follows it. Behaviour that is followed by a pleasant consequence tends to be repeated, and behaviour followed by an unpleasant consequence or by nothing at all tends to die away. On this view motivation is shaped from outside, by the environment's response to action, rather than from within.
The other three are all cognitive theories that depend on inner states. Equity theory rests on the person's perception of the fairness of their input-outcome ratio compared with others. Expectancy theory turns on the individual's beliefs about effort leading to performance, performance leading to reward, and the value they place on that reward. Goal-setting theory works through the person's conscious intentions and acceptance of goals. Each of these requires looking inside the individual, which is precisely what reinforcement theory refuses to do.
Hence the theory described is reinforcement theory.
