Both, Statement (I) and (II) are correct.

Both statements describe the nature of motivation and where it is most needed, and each is judged separately for truth.

That makes sustained, extra motivation of front-line staff especially important, more so than in capital-intensive industries where output depends less on moment-to-moment human effort.
