Why in the news?

Recently, the Ministry of Housing and Urban Affairs (MoHUA), in collaboration with the Ministry of Environment, Forest and Climate Change (MoEFCC) launched the ‘Meri LiFE, Mera Swachh Shehar’ campaign on 15th May 2023 for the period of 3 weeks till World Environment Day 2023 on 5th June, 2023.

What is Meri LIFE, Mera Swachh Shehar?

  • The Meri LIFE, Mera Swachh Shehar campaign is focused on empowering Urban Local Bodies (ULBs) to set up ‘Reduce, Reuse, Recycle’ (RRR) Centres as a one-stop solution for citizens, institutions, commercial enterprises etc. to deposit unused or used plastic items, clothes, footwear, books, and toys.
  • It is not a scheme but a public outreach and mass engagement campaign being implemented by ULBs under SBM-U 2.0.
  • No separate organizations have been formed by the Government of India for this campaign.
  • It is aimed to spread awareness regarding Mission LiFE and to nudge behaviour change of citizens to
    • minimize waste generation,
    • promote resource conservation and
    • contribute to a cleaner and greener environment by adopting ‘Reduce, Reuse, Recycle’ (RRR) in their everyday life.
  • The vision is to create a circular economy that minimizes waste, maximizes resource utilization and ensures well-being of both present and future generations.

Swachh Bharat Mission – Urban (SBM-U)

  • Swachh Bharat Mission on 2nd October 2014 by Prime Minister Shri Narendra Modi.
  • Swachh Bharat Mission (Urban) (SBM-U) had three major objectives:
    • (a) achieving 100% Open Defecation Free (ODF) status,
    • (b) ensuring 100% scientific Solid Waste Management (SWM), and
    • (c) behavior change through ‘Jan Andolan’, by 2nd October 2019, in all statutory towns.
  • Swachh Bharat Mission is now being extended for a period of 5 (five) years, from 1st October 2021 to 1st October 2026, as Swachh Bharat Mission (Urban) 2.0 (SBM-U 2.0), for completing the work remaining, institutionalizing ‘Swachh’ behavior and making it sustainable.
  • The Government of India in partnership with States/ UTs and ULBs is committed to make all cities ‘Garbage Free’ under SBM-Urban 2.0 in order to contribute to the achievement of the Sustainable Development Goals (SDG) 2030, which will ultimately improve the quality of life and ease of living of urban populations, thus leading to urban transformation.

Answer:

Swachh Bharat Mission-Urban 2.0, launched by the Prime Minister on 1st October 2022 with the overall vision of creating ‘Garbage Free Cities’, has introduced Used Water Management as a newly funded component for towns with less than 1 lakh population. Under the Mission, maximum reuse of treated used water is a key area focus along with eradication of hazardous entry into sewers and septic tanks through mechanization of their cleaning operations.

In this way, the life cycle of products is extended. In practice, it implies reducing waste to a minimum.
