Who he is. Professor T. V. Rao, of IIM Ahmedabad, is the figure most closely associated with the development of HRD as a discipline in India. With Udai Pareek he designed the first integrated HRD system in the country for Larsen & Toubro in 1975 — the work that introduced the very term “Human Resource Development” into Indian practice — and he founded the National HRD Network and the Academy of Human Resources Development.
What the HRD Scorecard is. Set out in HRD Score Card 2500, it is an instrument for auditing and rating an organisation’s HRD maturity, built on four dimensions :

Why the other names are there. Peter Drucker is the general-management thinker behind management by objectives and the knowledge worker, but not this instrument. J. Friedman and J. Bright are not associated with it either — Bright is known for work on automation and skill.
Do not confuse it with two similarly named tools. The Balanced Scorecard of Kaplan and Norton measures overall business performance on financial, customer, internal-process and learning-and-growth perspectives. The HR Scorecard of Becker, Huselid and Ulrich links HR deliverables to firm performance. Rao’s HRD Scorecard is distinct: it audits the maturity of the HRD function itself.
