The ratio of peak to peak input ripple voltage to peak to peak ripple output voltage is known as:
Ripple rejection
Read the definition carefully. The quantity asked for is
\(\dfrac{V_{r(pp)}\ \text{at the input}}{V_{r(pp)}\ \text{at the output}}\)
i.e. how many times smaller the ripple is after the circuit than before it. A number that says how effectively a circuit removes ripple is called ripple rejection (in a regulator's data sheet, the ripple rejection ratio, usually quoted in dB as \(20\log_{10}\) of this ratio — a 7805 gives about 60–80 dB).
Why the other terms do not fit.
Ripple voltage is not a ratio at all — it is the a.c. variation superimposed on the d.c. output of a rectifier, measured in volts.
Ripple current is likewise a current, most often quoted as the a.c. current a filter capacitor must tolerate.
Ripple factor is a ratio, but a different one: it compares the ripple with the d.c. level at the same point,
\(\gamma = \dfrac{V_{r(rms)}}{V_{dc}}\)
which is 1.21 for a half-wave rectifier and 0.482 for a full-wave rectifier. It measures the quality of one waveform, not the improvement between input and output.
The distinction to remember. Ripple factor = ripple compared with the d.c. at one node; ripple rejection = input ripple compared with output ripple, i.e. the attenuation the filter or regulator provides. The question's phrase "input … to … output" is the giveaway that a transfer property is being described.
Hence, the ratio described is the ripple rejection.
Consider the following rectifier circuits :
1. Half-wave rectifier without filter
2. Full-wave rectifier without filter

The sequence of these rectifier circuits in decreasing order of the ripple factor is
Assertion (A) : Capacitor input filter gives a high output voltage which drops as the load is increased.
Reason (R) : Capacitor input filters produce more heating in the rectifiers.
