The correct answer is

Reduction in carbon dioxide (equivalent)emissions

The Montreal Protocol (1987) was designed to phase out ozone-depleting substances (ODS) such as chlorofluorocarbons (CFCs) and halons to protect the stratospheric ozone layer. Because most of these ODS are also very powerful greenhouse gases, phasing them out delivered a large climate benefit. Thus the key co-benefit of the Montreal Protocol is a substantial reduction in carbon dioxide (equivalent) emissions, making it one of the most effective climate-protection agreements even though its primary aim was ozone protection.

Giving impetus to energy-efficient systems is at best an indirect effect, not the recognised co-benefit. Convergence of international efforts on air pollution describes the general nature of such treaties, not the specific measurable co-benefit. Control of transboundary movement of hazardous waste is the objective of the Basel Convention, not the Montreal Protocol.

Therefore the co-benefit is reduction in carbon dioxide equivalent emissions.
