In recent years, urbanization has emerged as one of the major drivers of global environmental change, transforming mountain regions, particularly in developing countries where urbanization has been rapid but mostly unsystematic, unplanned, and unregulated. The Himalaya, a tectonically active, densely populated, and one of the world's most marginalized mountain regions, has experienced rapid urban growth over the last three decades. What is the Indian Himalayan Region (IHR)?

Interlinkage of Urbanization and Climate Change

  • Extreme heat and humidity will create potentially lethal climatic conditions.
  • Cities in India will face increased heat stress, urban flooding, and other climate-related hazards such as cyclones.
  • A quarter of Indians now live in cities; in the next 15 years, this figure is expected to rise to 40%.

  • The Himalayas' urbanization consists of sprawling small towns with populations under a lakh. Unplanned urbanization is altering land use and land cover significantly.

  • Rapid unplanned growth of hill towns, construction activities without a proper plan, general noncompliance with prescribed norms and guidelines, and indiscriminate use of land for commercial outfits/tourist resorts have severely and adversely affected the Himalayas' fragile ecosystem.
  • Unplanned construction activities are known to cause large-scale land instabilities, the drying up of natural water sources, waste disposal issues, and changes in socio-cultural values.
  • Deforestation activities - cutting in an area causes ecological damage and slope instability in adjacent areas.

Initiatives of the Indian Himalayan Region

Ban on Plastic in HP

  • The Himachal Pradesh Non-Biodegradable Garbage (Control) Act, 1995 was enacted by the state government to prohibit the disposal of non-biodegradable garbage in public drains and roads.
  • The minimum thickness of plastic carry bags was then increased to 70 microns of virgin material, exceeding the 20 micron thickness recommended by Central Rules.
  • Furthermore, the state government has taken a Cabinet decision to ban all plastics in the state since 2009.

Participatory Conservation of Lakes in the Region

  • The Naini Lake serves as the sole source of drinking water for Nainital, a popular tourist destination in Uttarakhand.
  • The increasing influx of tourists, as well as urban waste that finds its way into the lake, is having a negative impact on water quality.
  • To protect the water body, residents have implemented a scientific garbage disposal system, known as 'Mission Butterfly' by the Nainital Lake Conservation Project.
  • The sweepers collect waste from each household and direct it to the compost pits for a small monthly fee.
  • Apart from the residents, schools and hotel owners have offered the authorities their full cooperation in order to save the area's valuable eco-system.

  • Dal Lake, a popular tourist destination in Jammu and Kashmir, is also notable for its 60,000-person settlement within the lake.
  • The lake is in danger due to anthropogenic pressure and overall deterioration of the surrounding environment.
  • The lake has been included in the MoEF, GOI lake conservation programme.
  • The Lake and Waterways Development Authority (LAWDA), Srinagar, has taken up the initiative for lake conservation through education and mass awareness, in collaboration with the Centre for Environment Education (CEE) and other NGOs.
  • The use of polythene carry bags has also been prohibited in the lake area.

Assam Hill Land and Ecological Sites Act, 2006

  • The Assam Hill Land and Ecological Sites (Protection and Management) Act, 2006, was enacted to prevent indiscriminate hill cutting and filling of water bodies in urban areas, which had resulted in serious ecological problems in places like Guwahati.
  • The state government can bring any hill under its protection under the Act.

Jawaharlal Nehru National Urban Renewal Mission

  • The goal is to encourage reforms and accelerate the planned development of identified cities.
  • The emphasis will be on efficiency in urban infrastructure and service delivery mechanisms, community participation, and the accountability of ULBs/parastatal agencies to citizens.
  • The mission will last seven years, beginning in 2005-06 with 13 towns.

Recommendations / Solutions for Solid Waste Management in IHR

  • The current state of "development" is unsustainable. An integrated approach is thus required to protect the environment while also achieving the necessary economic development.
  • Advance planning based on timely and reliable data has become critical for the long-term growth of hill towns.
  • Regulations prohibit the indiscriminate disposal of garbage, particularly non-biodegradable waste.

  • Promotion of techniques such as the conversion of biodegradable waste into compost or vermicompost instead of landfilling, open dumping, or burning.

    • reuse discarded commodities for other purposes,
    • reduce through segregation into categories—biodegradable and non-biodegradable at the household/individual level, and
    • recycle once fully used or completely unusable commodities/items.
  • Good quality potable water, is available at various locations in hill towns for people to fill their bottles for a fee.
  • Increased stakeholder awareness and capacity.
  • Best international experiences and practices for environmental preservation and litter prevention in eco-sensitive areas should be studied and appropriately adopted.
  • There is a need for assistance and innovative thinking in a variety of areas, including traditional architectural practises, local water management, and various sewage and garbage disposal systems.
  • There is a need to encourage residents to participate in the transition to a more scientific waste disposal system.

  • Habitat fragmentation in hill areas should be avoided.
  • Specific areas for rural/urban development should be identified.
  • There should be no construction in hazard zones or spring lines or first-order streams.
