SVAMITVA Scheme - Indian Economy Notes

SVAMITVA (Survey of Villages and Mapping with Improvised Technology in Village Areas) is a joint initiative of the Ministry of Panchayati Raj, State Panchayati Raj Departments, State Revenue Departments, and the Survey of India. Its goal is to grant rural residents the right to document their residential properties so that they can use them for economic purposes. The plan is to use drone technology to survey land parcels in rural inhabited areas. The survey will be conducted in stages across the country between 2020 and 2025.

The scheme would be a stepping stone towards achieving Gram Swaraj in its true sense and making rural India Atmanirbhar by facilitating the monetization of properties and enabling bank loans, reducing property-related disputes, and comprehensive village-level planning.

Features

SVAMITVA Scheme: Features

  • It is a scheme that uses drone technology and a Continuous Operating Reference System to map land parcels in rural inhabited areas.
  • The Ministry of Panchayati Raj is the Nodal Ministry for the SVAMITVA scheme's implementation.
  • The Revenue Department/Land Records Department will be the Nodal Department in the states, carrying out the scheme with the assistance of State Panchayati Raj Departments.
  • The mapping will be completed in stages across the country over a four-year period, from 2020 to 2024.
  • This scheme will eventually cover approximately 6.62 lakh villages in the country. The entire project will most likely take five years to complete.

  • Land is a necessary resource for any economic activity that seeks to create material wealth in the world. The lack of a clearly defined Abadi area has resulted in a high number of land-conflict cases.
  • According to reports, land conflicts affect millions of people in India and around the world. The SVAMITVA Scheme seeks to address the underlying causes of disputes at the local level.
  • High-resolution digital maps for better Gram Panchayat Development Plans, leading to improvements in infrastructure such as schools, community health centres, rivers, street lights, roads, and so on, through efficient allocation of funds and increased accessibility.
  • The primary goal is to assist people in monetizing their property as collateral. Furthermore, a boost to India's economic growth through streamlining of property tax in states where it is levied, leading to an increase in investments and ease of doing business.

  • The SVAMITVA Scheme employs a combination of Survey Grade Drones and the CORS network (Continuous Operated Reference System) to survey large areas accurately in a short period of time.
  • In the absence of a legal document, the owner of a rural property cannot leverage it as a financial asset acceptable to banks for loans and other financial assistance. Rural areas can gain easy access to formal credit through the SVAMITVA Scheme.
  • Accurate land records and GIS maps will assist Panchayats in developing a higher-quality Gram Panchayat Development Plan (GPDP).
  • Gram Panchayats will be able to streamline their property tax determination and collection in the States to which they have been devolved by accurate property determination and transparent land titles.
  • The property cards are available to download on the Digi locker app, making them easily accessible.

Conclusion

Conclusion

Over the course of the Scheme, the CORS (Continuous Operating Reference System) network will be established as public infrastructure. This will make geo-positioning services and other development activities more accessible to any department or agency. It combines Survey Grade Drones and the CORS network to survey large areas accurately in a short period of time. which has the advantages of providing very high accuracy editable and Geo-tagged Maps, creating the most durable record of property holdings in areas with no legacy revenue records, and being relatively free of measurement errors. As a result, the SVAMITVA Scheme aims for the holistic development of Gram Panchayats through the empowerment of villages and their residents, ultimately transforming rural India into Atmanirbhar.
