Since it is compatible with engagement and disengagement alike, it cannot serve as a sign of motivated teaching. A class where learners are genuinely involved is usually not silent.
Students taking notes shows attention but also a largely passive, recording role. A student can copy what is said without understanding it, so note taking alone does not demonstrate that thinking has been provoked.
