The Stockholm Convention on Persistent Organic Pollutants was adopted at a Conference of Plenipotentiaries on May 22, 2001, in Stockholm, Sweden, and went into effect on May 17, 2004. The Stockholm Convention on POP attempts to prevent or limit the usage of and creation of persistent organic pollutants (POPs). What are POPs?

  • POPs are hazardous substances made up of organic (carbon-based) chemical compounds and combinations.

  • They are primarily wastes produced as a result of industrial processes, chemical manufacture, and related goods and byproducts.
  • POPs have only been around for a short time since the post-World War II industrial output surge.
  • They have a unique combination of physical and chemical properties that, when released into the environment, cause them to:
    • remain unaltered for extremely long periods of time (many years);
    • as a result of natural processes involving soil, water, and, most notably, air, they have become widely distributed throughout the environment.
    • accumulate in the fatty tissue of living organisms, including humans, are found in greater concentrations higher up the food chain; and
    • are hazardous to both humans and wildlife.

  • POPs are present practically everywhere today, including in our food, soil, air, and water.
  • POP levels in humans and animals all throughout the world are at or very close to those that potentially harm them.
  • POPs provide a specific risk due to four characteristics: they are toxic, persistent, and accumulate in the body fat of people, marine mammals, and other species, where they are transferred from mother to fetus.
  • POPs accumulate in living organisms through a process known as bioaccumulation.
  • POPs are not soluble in water, but they are readily absorbed in fatty tissue, where concentrations can be magnified up to 70,000 times higher than the background levels.
  • Additionally, POPs can move considerable distances on wind and water currents.
  • POPs can cause cancer, immune system diseases, reproductive and developmental problems, and nervous system damage in both human and animal tissue even in small concentrations.

Stockholm Convention on POP - History

  • The United Nations Environment Programme (UNEP) Governing Council urged for international action on POPs in 1995.
  • The article characterized POPs as "chemicals that remain in the environment, bio-accumulate through the food web, and represent a danger of generating harmful impacts to human health and the ecosystem."
  • After that, the "dirty dozen"—a list of the 12 worst offenders—were evaluated by the Intergovernmental Forum on Chemical Safety (IFCS) and the International Programme on Chemical Safety (IPCS).
  • The Stockholm Convention on POPs was accepted by delegates during the Conference of the Plenipotentiaries held from May 22–23, 2001 in Stockholm, Sweden.

The Stockholm Convention has three annexes that specify which POPs are banned, regulated, and whose unintended production would be curbed:

  • Annex A: The member states are required to eradicate the chemicals mentioned in Annex A (There are a few exceptions).
  • Annex B: The use of the chemicals mentioned in Annex B is strictly prohibited (subject to exception).
  • Annex C: Unintentionally created substances are to be decreased with actions aimed at eventual eradication under this annexure, according to Annex C.

  • In 2017, the COP updated the Stockholm Convention to include 16 additional chemicals.
  • The 16 new compounds under the Stockholm Convention are listed as follows:
