Bharat Net Project – Science & Technology Notes

Bharat Net, one of the world's largest rural telecom projects, is being phased-in to all Gram Panchayats (approximately 2.5 lakh) across the country to provide non-discriminatory access to broadband connectivity to all telecom service providers. In 2015, the National Optical Fibre Network (NOFN), which was launched in October 2011, was renamed the Bharat Net Project. Phases of Bharat Net Project

Phase I
  • Phase- I to connect 1 lakh GPs is completed.
  • Implementation through CPSUs: BSNL, Rail Tel, PGCIL.
  • Existing fibre of BSNL (between Block to GPs) used to lay and connect new OFC under the project.
  • At present work is under progress in balance GPs.
Phase II
  • Around 1.42 Lakh GPs excluding BHQs & including GPs over Satellite media.
  • New OFC from Block to GPs - Life time maintenance of network by dedicated Fibres providers for GPs.
Phase III
  • From 2019 to 2023, a future-proof and cutting-edge network would be built, with a ring topology that included fibre between districts and blocks to provide redundancy.
  • Through the Public-Private Partnership (PPP) model, the project will be expanded to every inhabited village beyond the GPs in 16 states.

  • Under Phase II, GPs will be connected using a variety of implementation models, including the State-led Model, the Private Sector Model, and the CPSU Model, as well as Last Mile connectivity in GPs via Wi-Fi or any other suitable broadband technology.
  • Among the states covered by various Phase II models are:
    • State-Led Model: This model is being implemented in eight states. Implementation is underway in Chhattisgarh, Gujarat, Jharkhand, Andhra Pradesh, Maharashtra, Odisha, and Telangana.
    • CPSU-Led Model: BSNL is executing projects in four states and union territories under this model. Madhya Pradesh, Uttar Pradesh, and Sikkim are all in the process of implementing the law.
    • Private Sector Led Model: BBNL has implemented the private sector model directly in Punjab and Bihar. Both states' work is nearly finished.
    • Satellite: BBNL and BSNL are implementing Phase II's satellite component. BSNL has 1408 GPs in operation, while BBNL has 3753 GPs in operation.

Bharat Net Project – Current Status

  • The Union Cabinet recently approved a Viability Gap Funding support of up to Rs. 19,041 crore (out of a total expenditure of Rs. 29,430 crore) for the implementation of the BharatNet project via the Public-Private Partnership model.
    • PPP is a collaboration between a government agency and a private-sector company that can be used to finance, build, and operate projects.
    • Viability Gap Funding (VGF) is a one-time or deferred grant that is provided to support infrastructure projects that are economically justified but lack financial viability.
  • The project will be expanded to include all inhabited villages outside of gram panchayats in the following 16 states:
    • Kerala, Karnataka, Rajasthan, Himachal Pradesh, Punjab, Haryana, Uttar Pradesh, Madhya Pradesh, West Bengal, Assam, Meghalaya, Manipur, Mizoram, Tripura, Nagaland and Arunachal Pradesh.
  • The revised strategy will include the private sector partner creating, upgrading, operating, maintaining, and utilising BharatNet, who will be chosen through a competitive international bidding process.
  • The chosen private sector partner is expected to provide dependable, high-speed broadband services in accordance with the Services Level Agreement (SLA).

Significance of PPP in Bharat Net

  • Faster Roll Out: The PPP Model will leverage private sector efficiency for operation, maintenance, utilisation, and revenue generation, resulting in a faster BharatNet roll out.
  • Increased Investment: The private sector partner is expected to make an equity investment and raise funds for capital expenditures as well as network operation and maintenance.
  • Better Access: Extending BharatNet to all inhabited villages will improve access to e-services provided by various governments, as well as online education, telemedicine, skill development, e-commerce, and other broadband applications.
