The World Organisation for Animal Health (OIE) sets international standards for controlling animal diseases and zoonoses, ensuring safe trade. The process begins with identification of need, triggered by emerging diseases, scientific advances, or member requests. Drafting is carried out by OIE’s Specialist Commissions (e.g., Terrestrial Animal Health Standards Commission), comprising global experts who review literature, analyze data, and consult widely. Draft standards are then circulated to all 182 Member Countries for feedback, ensuring applicability across diverse contexts. Following this, the Commission reviews and revises texts through iterative consultations. The final draft is submitted at the annual OIE General Session, where adoption requires consensus approval by member states. Once adopted, standards are published in the Terrestrial and Aquatic Animal Health Codes, covering surveillance, diagnosis, prevention, control, and eradication. These globally recognized guidelines safeguard animal health, support trade, and address public health implications of zoonotic diseases.
