The Gross Enrolment Ratio measures the total enrolment in higher education, regardless of the age of those enrolled, as a percentage of the population in the eligible age group, which in India is taken as 18 to 23 years.

At the time referred to in the question, the GER in Indian higher education stood at about 23 percent. The figure is described as gross because the numerator counts all enrolled students, including those older or younger than the standard age band, which is why the ratio can in principle exceed 100 percent in some countries.

The number is worth placing in context. It represented a substantial rise from earlier decades, when the ratio was in single digits, and reflected rapid expansion in the number of universities and colleges. It nevertheless remained below the world average and well below the levels in developed countries, which is why successive policy documents set higher targets and treated access to higher education as unfinished business.
