Civil Services Day in India is observed on 21st April, and the date was chosen for a specific historical reason rather than arbitrarily.
On 21 April 1947, Sardar Vallabhbhai Patel, then Deputy Prime Minister and Home Minister, addressed the first batch of probationers of the Indian Administrative Service at Metcalfe House in Delhi. In that address he described the civil services as the steel frame of India, and urged the new officers to serve the country with integrity, impartiality and devotion. The government later chose this anniversary as the day on which civil servants rededicate themselves to serving citizens.
The occasion is marked by the award of the Prime Minister's Awards for Excellence in Public Administration, which recognise outstanding work by districts and organisations, so the day functions both as a commemoration and as a recognition of performance.
The other dates offered belong to different observances. 24 April is National Panchayati Raj Day, marking the coming into force of the 73rd Constitutional Amendment. Neither 21 June nor 7 July is associated with the civil services, although 21 June is observed as International Yoga Day.
Hence Civil Service Day is celebrated in India on 21st April.
