Formative evaluation is ............... in nature.
Developmental not judgemental
Formative evaluation (Michael Scriven) is carried out during the course of instruction to monitor progress and give continuous feedback to students and teachers, so that teaching and learning can be improved while they are still going on.
Its purpose is to help the student develop – to identify gaps and correct them – and not to pass a final verdict or grade on the student. Passing judgement through grades and certification is the role of summative evaluation at the end of a course.
Formative evaluation is mostly internal and conducted by the teacher, so describing it as not internal is wrong.
Hence, formative evaluation is Developmental not judgemental in nature.
