The reasons for this failure are complex: widespread poverty forces families to rely on children's earnings; lack of adequate enforcement mechanisms and corruption; social apathy and a belief that child labor is a 'necessary evil' for poor families; and the difficulty in monitoring informal workplaces. While the law has raised awareness and provides a tool for intervention, its effectiveness is often undermined by these deeply entrenched socio-economic challenges, meaning the eradication of child labor remains an ongoing struggle that requires more than just legal provisions.
