Higher order thinking skills can be promoted through:
Active learning
Higher-order thinking skills (HOTS) — analysis, evaluation and creation, the top levels of Bloom's taxonomy — develop when learners actively engage with content: questioning, problem-solving, discussing, applying and reflecting on ideas.
Active learning requires exactly this kind of participation, so it best promotes higher-order thinking. In active learning the student constructs understanding rather than merely receiving it.
Rote learning only reproduces memorised facts, the lowest cognitive level, and does not build analysis or evaluation. Passive learning keeps the student a mere receiver of information with little mental processing, so it does not foster higher-order thinking. Tutorials are useful as a delivery or support format, but a format by itself is not what drives higher-order thinking — it depends on whether the learner engages actively.
Takeaway: higher-order thinking is fostered by active learning, not by rote or passive learning.
Correct answer: Active learning.
