The ‘guillotine’ is a parliamentary device used during the budgetary process when discussing the Demands for Grants. It allows all pending demands to be put to a vote simultaneously, without further discussion, once the allotted debate time expires.

Evaluation:

Pros: It ensures timeliness, allowing the budget process to conclude within the financial year, preventing disruption of government functioning. It also stops opposition parties from delaying the budget through prolonged debates and encourages focused discussion on key demands within the available time.

Cons: The primary drawback is that it limits parliamentary scrutiny, as many demands—sometimes for crucial ministries—are passed without discussion. This reduces accountability, as the government is not thoroughly questioned on its spending proposals. It can also encourage superficial or politically motivated debates on the few demands taken up before the guillotine, undermining detailed examination of financial allocations.

In essence, while the guillotine ensures timely budget passage, it compromises legislative oversight and detailed deliberation, a key aspect of democratic financial control.
