The liberalization of the Indian economy in the early 1990s dramatically shifted the landscape for Public Sector Enterprises (PSEs). Previously operating in a protected environment with limited competition, they were suddenly exposed to market forces, both domestic and international. This new competitive pressure was indeed intended to force PSEs to enhance their efficiency, productivity, and profitability, moving away from their perceived 'white elephant' status.

The effects of these reforms have been a topic of considerable debate. On one hand, many PSEs did show improved performance. Faced with survival imperatives, some undertook modernization drives, adopted better management practices, rationalized their workforce, and diversified into new areas. Sectors like banking, telecommunications, and oil refining saw significant improvements in service quality and financial health, demonstrating that PSEs could compete. Disinvestment, though often controversial, also brought in capital for the government and, in some cases, led to better management under private ownership, or at least a leaner, more focused public entity. The focus shifted from merely fulfilling social objectives to also achieving financial viability.

However, the reforms also brought criticisms and mixed results. Many PSEs struggled to adapt, suffering losses or being divested, leading to job losses and concerns about strategic asset stripping. Critics argued that the focus on profitability often came at the expense of their social objectives, such as regional development, employment generation, or providing essential services at affordable rates. The debate also centered on the extent of genuine internal reforms versus superficial changes. There were concerns that 'strategic' sectors were being privatized, compromising national security or long-term public interest. Furthermore, issues of political interference, bureaucratic hurdles, and a lack of autonomy continued to plague many PSEs, limiting their ability to fully capitalize on the reform environment. Thus, while liberalization undoubtedly injected a much-needed push for efficiency, the journey has been complex, generating ongoing discussions about the optimal role and structure of public enterprises in a liberalized economy.
