I strongly agree that a lack of clear demarcation of roles between the State Secretariat and the Directorate has significant implications for both policy making and implementation. Though the Secretariat and Directorate are designed to have distinct functions, overlaps and ambiguities in practice often create inefficiencies, conflicts, and confusion within the state administrative machinery.

The State Secretariat primarily undertakes policy formulation, legislative work, inter-departmental coordination, and overall administrative oversight. It acts as the ‘brain’ of the government, responsible for setting strategic direction, framing broad policy guidelines, and ensuring coherence across departments. The Directorate, on the other hand, is the executive arm tasked with implementing policies and programs, providing technical expertise, and managing day-to-day operations. It functions as the ‘hands’ that translate policy into tangible action at the ground level.

When these roles are not clearly defined, policy formulation suffers. If Directorates are insufficiently consulted, policies may be impractical, unrealistic, or disconnected from on-the-ground realities. Conversely, if the Secretariat interferes excessively in technical and operational matters, decision-making is delayed, and strategic functions may be neglected, producing policies that lack operational feasibility.

During implementation, unclear boundaries can lead to confusion, weak accountability, and ‘passing the buck’ between entities. Directorates may hesitate to take initiative without constant Secretariat approval, creating bottlenecks, while micromanagement stifles innovation, responsiveness, and efficiency at the operational level. This can result in duplication of efforts, conflicting instructions, wastage of resources, and low staff morale, ultimately undermining public service delivery.

Therefore, a clear delineation of roles is essential. The Secretariat should concentrate on strategic oversight, policy guidance, and coordination, while Directorates must be empowered to exercise operational autonomy and technical decision-making. Well-defined boundaries enhance accountability, promote efficiency, encourage innovation, and ensure that governance is both responsive and effective in meeting citizen needs.
