Following the Jammu and Kashmir Reorganization Act, 2019, the state was bifurcated into two Union Territories. The UT of Jammu and Kashmir was established with a legislative assembly, similar to Delhi and Puducherry. The nature of this assembly is unicameral, with a five-year term. However, its legislative authority is curtailed compared to a state assembly.
The Assembly can legislate on all matters in the State List and Concurrent List, except for 'public order' and 'police', which remain with the Union Government. Its key functions include passing legislation for the UT, enacting the budget after the Lieutenant Governor's recommendation, and holding the Council of Ministers accountable. However, the Lieutenant Governor holds significant power, including the ability to reserve bills for the President's consideration, giving the Union Government substantial oversight over the UT's governance.
