Pros: It could facilitate integrated regional planning, reduce administrative redundancies, streamline resource allocation, and promote uniform development across a contiguous area. This might also lead to better infrastructure development that transcends artificial rural-urban boundaries.
Cons: Such a merger could dilute the unique identity and specific needs of distinct rural and urban populations. Rural areas might be neglected in resource allocation dominated by urban priorities, losing their distinct representation. It could also complicate governance structures due to differing socio-economic landscapes and legal frameworks, potentially leading to administrative overload and less effective local self-governance.
