Key issues making balanced development elusive include staggering inequalities – income, wealth, and access to opportunities are highly concentrated, leaving large segments behind. Despite economic expansion, the creation of quality, secure jobs (jobless growth) remains inadequate, pushing many into vulnerable informal work.

Furthermore, inadequate public investment in critical sectors like healthcare, education, and nutrition, coupled with ineffective delivery mechanisms and poor quality of services, directly impacts human capabilities. Deep-rooted social disparities based on caste, gender, and geography further exacerbate these challenges, preventing equitable access to resources and opportunities. Unless growth is intentionally reoriented to address these systemic inequalities and focus on human capital development, inclusive progress will remain a distant goal.
