In my opinion, the Centralized Public Grievance Redress and Monitoring System (CPGRAMS), while a commendable initiative for enhancing transparency and accountability in governance, often faces limitations when addressing local-level issues due to its centralized structure. The system was designed to provide citizens with a platform to register grievances and track their redressal, thereby improving oversight and monitoring. However, its efficacy diminishes when complaints are inherently local and context-specific.

The centralization of CPGRAMS creates a multi-layered process where grievances are routed to the relevant central ministry, which then forwards them to state or district authorities for action. This hierarchy often results in delays, miscommunication, and dilution of issues. Central authorities, despite their best intentions, may not fully understand the local context, power dynamics, or ground realities required to resolve complaints effectively. Grievances related to village roads, water supply, or local land disputes demand immediate, context-sensitive interventions that a central platform cannot always provide.

The chain of command is often lengthy and opaque, further compounding the problem. Citizens may experience frustration as complaints take time to reach the implementing authority, eroding trust in governance. Accountability is diffused; while CPGRAMS monitors status updates, actual resolution depends on local officials’ authority, resources, and willingness to act. Often, the system emphasizes procedural compliance rather than genuine problem-solving.

Accessibility also remains a significant concern. Rural populations with limited digital literacy or poor internet access—the very individuals most likely to encounter local issues—may find it challenging to use the platform effectively.

For local issues, a decentralized grievance redressal mechanism integrated with Gram Sabhas, Panchayats, or ward committees would be far more effective. While CPGRAMS is suitable for systemic or central-level complaints, local problems require local solutions, direct intervention, and a responsive, context-sensitive approach to ensure timely, citizen-centric governance that truly addresses the needs of the community.
