The All India Trade Union Congress was founded in 1920 — option 1.

The founding. AITUC was established at Bombay in October 1920, and Lala Lajpat Rai was its first president, with Dewan Chaman Lal as general secretary. It is the oldest trade union federation in India.

Why it was formed then. Two things came together. The International Labour Organisation was created in 1919 under the Treaty of Versailles, and India, as a founder member, had to send workers’ delegates to its conferences — which required some representative body to choose them. And the post-war years brought sharp inflation and a wave of strikes in the textile mills of Bombay and Ahmedabad and on the railways, so an organised labour movement was already forming.

What happened afterwards. The federation split in 1929 at Nagpur, when the moderates under N. M. Joshi left to form the All India Trade Union Federation, and again in later years; after independence the Congress-led INTUC was formed in 1947, and AITUC came to be associated with the Communist Party of India. Union organisation rests on the Trade Unions Act, 1926, which gave registered unions legal recognition and immunity from certain civil and criminal proceedings.

Some nearby dates worth keeping apart : the ILO in 1919; AITUC in 1920; the Trade Unions Act in 1926; the split at Nagpur in 1929; and the Ahmedabad Textile Labour Association, founded by Gandhi in 1918 — which is why 1918 appears as a distractor.

Hence, the answer is 1920.
