 Rajendra Prasad took over when Bose resigned — option 1.

The Tripuri crisis. In January 1939 Subhas Chandra Bose stood for re-election as Congress President against Gandhi’s nominee, Pattabhi Sitaramayya, and won by 1,580 votes to 1,377. Gandhi declared the defeat “more mine than his”. At the Tripuri session in March, twelve of the fifteen members of the Working Committee resigned, leaving Bose unable to form a Committee, and the Pant resolution asked him to nominate one in accordance with Gandhi’s wishes. Unable to work on those terms, Bose resigned in April 1939, and Rajendra Prasad was chosen to complete the term.

What followed. Bose founded the Forward Bloc in May 1939 as a left group within the Congress, was expelled from Congress office in August, and after the outbreak of war was placed under house arrest, from which he escaped in January 1941.

Why option 2 is the closest distractor. Maulana Azad became President at Ramgarh in 1940 and held the office for an exceptionally long stretch, through the Cripps Mission, Quit India and the Simla Conference, up to 1946 — so he is very strongly associated with the presidency in this period, but he took over the year after the resignation.

About Rajendra Prasad. He had been Congress President earlier, at Bombay in 1934, presided over the Constituent Assembly from 1946, and became the first President of India in 1950 — the only person to hold that office for two full terms.
