The other candidates named. Jean-Luc Mélenchon of La France Insoumise led the left and came third, narrowly missing the run-off; Éric Zemmour stood for the far-right Reconquête; Marine Le Pen reached the second round for the second time, having also faced Macron in 2017. The French system. The Fifth Republic, founded by Charles de Gaulle in 1958, gives the President very substantial powers — command of the armed forces, appointment of the Prime Minister, the right to dissolve the National Assembly and to call a referendum. It is a semi-presidential system: the President shares executive power with a Prime Minister responsible to the Assembly, and when the two come from opposing parties the arrangement is called cohabitation. The presidential term was cut from seven years to five by referendum in 2000.
