The correct answer is

1 only

Under Article 243K of the Constitution (and the corresponding Article 243ZA for municipalities), the superintendence, direction and control of the preparation of electoral rolls and the conduct of elections to the Panchayats is vested in the State Election Commission, so statement 1 is correct. However, the State Election Commissioner is appointed directly by the Governor of the State and not on the advice of the Chief Election Commissioner of India, making statement 2 incorrect.
