Modern manufacturing relies on making many identical parts to the same drawing, each held within specified limits and fits so any one will mate correctly with its partner.
The benefit this control of tolerances gives is that parts become freely substitutable in assembly and repair.
Interchangeability is exactly this ability: to take any part from stock and use it, or replace a worn one, without any filing, machining or hand-fitting.
It works because the tolerances are controlled so tightly that every part of a given type falls within the range that guarantees a correct fit.
It does not mean the freedom to use any material for the parts, since material is fixed by the design, not by interchangeability.
Nor does it mean changing machine dimensions freely or assembling parts in any sequence; those describe unrelated ideas, whereas interchangeability is specifically about replacement without rework.
Hence the term refers to fitting or swapping parts as they come, with no adjustment needed.
