Let the initial population at the beginning of 2015 be \(P\).
After a 10% increase in 2015: \(P \times 1.10\). After a 15% decrease in 2016: \(P \times 1.10 \times 0.85\).
So \(P \times 1.10 \times 0.85 = 187000\), i.e. \(0.935\,P = 187000\).
Therefore \(P = \frac{187000}{0.935} = 200000\).
Hence, the population at the beginning of 2015 was 2,00,000.
