A government notification is the opposite: it is formal, explicit and legally bound to be transparent and unambiguous, leaving no room for hidden persuasion.

Legal documentation depends on precise, literal, consciously understood wording; any subliminal or hidden element would defeat its very purpose and could void its validity.

Research reports demand clarity, objectivity and conscious comprehension of evidence; concealed persuasive cues would compromise their credibility. None of these three tolerates below-awareness messaging.
