'Sampling Cases' means

The question turns on the technical meaning of the word case in research methodology, which is broader than its ordinary use suggests.
A case is any unit that a study examines and about which data are collected - the unit of analysis. It need not be a person. These are sampling exercises in the full technical sense, with the same considerations of representativeness and sample size that apply when sampling people.
The second option is the main distractor because it restricts cases to people, which is the everyday assumption the question is testing. It also describes selection by suitability, which is closer to purposive sampling than to the general idea of sampling cases.
The first option names a method rather than the meaning of the term. A sampling frame is the list of all units from which a sample is drawn, and using one is characteristic of probability sampling. But cases can be sampled without a frame, as in snowball or convenience sampling, so the definition would be too narrow.
The third option is a pun on the word case and is included as a distractor of the obvious kind.
