Funding to state level higher education
Rashtriya Uchchatar Shiksha Abhiyan (RUSA) is a centrally sponsored scheme launched in 2013 by the Ministry of Human Resource Development.
RUSA provides strategic funding to eligible state higher education institutions, that is, state universities and colleges, which enrol most of India's students but had received little central support. Funds flow from the Centre to state governments and then to institutions, linked to state higher-education plans and to reforms in governance, accreditation and quality.
Affordable or quality higher education for all are broad goals that RUSA serves through this funding, not its main mechanism, and research funding in colleges is the role of other agencies.
Funding to state level higher education option is correct.
