Simla Educational Conference
Lord Curzon convened the Simla Educational Conference in September 1901, gathering senior education officials and provincial directors of public instruction to review Indian education at every stage from primary school to university.
The conference was deliberately closed to Indian participation, which drew sharp criticism at the time, and it passed a long series of resolutions that set the direction of Curzon's education policy. Its work led directly to the appointment of the Indian Universities Commission of 1902 under Thomas Raleigh, and that commission's report produced the Indian Universities Act of 1904.
That Act is what makes the conference historically important. It tightened government control over universities by reducing the size of their senates, requiring official approval for affiliating colleges, and turning universities from purely examining bodies towards teaching and research. Nationalist opinion read the whole sequence as an attempt to curb the growth of private colleges and the political awakening associated with them.
Curzon's education policy was later summarised in the Government Resolution on Educational Policy of 1904.
The Bombay Educational Committee, the Calcutta Educational Meeting and the Delhi Educational Conference are not bodies associated with Curzon's educational measures.
