Pre-harvest scarcity and post-harvest glut'-elucidate with suitable examples, and give any two valid reasons behind such situation under Indian context.

This question was previously asked in
UPSC CSE 2025 (Prelims) CSAT Official Paper (25-May-2025)

Pre-harvest scarcity occurs when food stocks are low before the next harvest, while post-harvest glut is an oversupply immediately after harvest.

Examples:

Cereals: Scarcity of rice and wheat before harvest, followed by glut during peak procurement.

Vegetables: Tomato, onion, and potato prices crash after harvest but rise sharply later.

Reasons:

Lack of storage infrastructure: Farmers sell immediately after harvest due to inadequate cold storage and warehousing.

Market inefficiency: Poor processing and marketing systems prevent even distribution, causing glut in producing regions and scarcity in deficit areas.

This cyclical problem highlights the need for better storage, processing, and supply chain management.
