How to answer it in one step. The extremes are settled by the words themselves: deficient must be low on both counts, and desirable high on both. Fixing A-IV and D-II identifies option 1 without weighing the middle pair at all.

The wider point. The societal marketing concept was framed as the answer to the criticism that the marketing concept serves wants while ignoring long-run welfare — the classic case being a firm profitably meeting a demand that damages health or environment. It requires the firm to balance three considerations: company profit, consumer wants and the public interest.
