The correct answer is

Teacher

The question asks who bears the additional burden when learners arrive with greater disadvantages, whether of ability, background or preparation.

The demand falls on the teacher. It is the teacher who works with the learner directly and daily, and who must respond to the difficulty by diagnosing where the learner stands, adapting methods and pace, providing remedial help, giving more individual attention and sustaining the learner's motivation. The greater the handicap, the more skill, patience and effort the teaching must supply, so the professional demand rises correspondingly.

The family and society certainly influence a learner's circumstances, and the state provides resources, policy and infrastructure. But these operate on the conditions surrounding education rather than on the act of teaching itself, and none of them can substitute for what happens between teacher and learner in the classroom. Once a student with a greater handicap is admitted, it is the teacher who must actually do the additional work.

This is why teacher preparation stresses knowledge of individual differences, diagnostic testing and remedial technique: the more diverse the learners, the greater the competence required of the teacher.

Hence the greater the handicap of the students, the greater the demand on the teacher.
