Collective security and the Responsibility to Protect (R2P) share the goal of preventing violence and maintaining peace, but they differ in scope, focus, and application.

Collective security is broad, emphasizing that aggression against one state threatens all. Rooted in the UN Charter, its aim is to deter interstate war by ensuring a unified international response. Methods include diplomatic pressure, sanctions, and, if necessary, military action authorized by the UN Security Council. Its focus is primarily on preserving international stability against state aggression.

R2P is narrower, developed to address mass atrocity crimes: genocide, war crimes, ethnic cleansing, and crimes against humanity. It shifts emphasis from state security to human security. Sovereignty is reinterpreted as a responsibility: states must protect their populations, and if they fail, the international community has a duty to act. R2P operates through three pillars: domestic responsibility, international assistance, and decisive intervention when a state fails. Actions range from preventive diplomacy to humanitarian aid and, in extreme cases, military intervention under Security Council authorization.

The concepts overlap in advocating international responsibility and Security Council legitimacy. Yet, collective security seeks to prevent wars between states, while R2P seeks to prevent states—or non-state actors—from committing atrocities against populations.

Thus, while collective security prioritizes peace among states, R2P represents an evolution by prioritizing human rights, even at the expense of absolute sovereignty.
