The correct answer is

2013

The National Cyber Security Policy was released by the Department of Electronics and Information Technology (Ministry of Communications and IT) on 2 July 2013.

Its vision is a secure and resilient cyberspace for citizens, businesses and government. It aimed to create a workforce of 5 lakh cyber-security professionals, set up a 24×7 National Critical Information Infrastructure Protection Centre (NCIIPC), strengthen CERT-In, and promote research and public-private partnership.

2007, 2009 and 2011 do not match: the main earlier milestone was the IT (Amendment) Act, 2008, which came into force in 2009.

Hence, the answer is 2013.
