Why 1911 is the trap. Option 2 gives the year of the announcement, which is the date most often remembered because the Durbar was such a spectacle. But a proclamation is not the creation of a province: the new administration began work the following April. The same distinction governs the transfer of the capital to Delhi, announced in 1911 and effected in 1912.
How the demand had grown. Biharis had complained for decades that within the Bengal Presidency the jobs, the education and the official language all favoured Bengal. The campaign was carried by Sachchidananda Sinha, Mahesh Narayan and Ali Imam, and by the paper The Beharee, founded in 1900. An earlier success had come in 1881, when Hindi in the Devanagari script replaced Urdu in the courts of Bihar — the first province in India where that happened.
