April 1912

 The new province came into being in April 1912 — option 1.

The sequence. At the Delhi Durbar of 12 December 1911, King George V announced two great administrative changes at once: the transfer of the capital from Calcutta to Delhi, and the annulment of the partition of Bengal together with a reorganisation of the eastern provinces. Under that reorganisation Bengal was reunited on a linguistic basis, and the Bihari and Oriya districts were separated to form the new province of Bihar and Orissa, which came into force on 1 April 1912, with Patna as its capital and a Lieutenant Governor at its head.

Why 1911 is the trap. The announcement was made in December 1911, and candidates who remember the Durbar give that year. But an announcement is not the coming into force of a province, and the separation took effect the following April — the same distinction that governs the question of when the capital moved to Delhi.

Why the demand had arisen. Bihar had been part of the Bengal Presidency since the grant of the diwani in 1765, and Biharis complained that jobs and education went to Bengalis, and that Bengali was privileged over Hindi. The movement led by Sachchidananda Sinha, Mahesh Narayan and Ali Imam, and the paper The Beharee founded in 1900, carried this demand, and the recognition of Hindi in the courts in 1881 had already marked a first success.

Hence, the answer is April 1912.
