Sarwa Hitaishi
Sarwa Hitaishi was the first Hindi newspaper published in Bihar — option 3.
The setting. Hindi journalism came late to Bihar. Until the 1870s the language of administration in the province was Persian and then Urdu, and the printed word in Bihar was largely in those languages or in English. Hindi began to be published only after a sustained campaign for its recognition, and Sarwa Hitaishi, brought out from Patna in the later nineteenth century, is remembered as the first Hindi paper of the province.

The Hindi movement in Bihar. The campaign to replace Urdu with Hindi in the courts and offices of Bihar was led by figures such as Ayodhya Prasad Khatri and, most prominently, by the Bihari Hindi movement of the 1870s and 1880s. Bihar became in 1881 the first province in India where Hindi in the Devanagari script formally replaced Urdu as the language of the lower courts. Newspapers were both a weapon in that campaign and a result of it: once Hindi had official standing, a reading public and a printing trade grew around it.
What Hindi journalism did next. The papers of the following decades carried the reform debates, the demand for a separate province of Bihar — achieved in 1912 — and later the nationalist movement, so that by the twentieth century Patna supported a vigorous Hindi press. The Searchlight in English and later Hindi dailies such as Aryavarta belong to that continuing story.
Hence, the answer is Sarwa Hitaishi.
