The correct answer is

~16.7

This question was officially dropped by UGC NET along with the other questions on this table, owing to the printing inconsistency between the English and Hindi versions described above.
The bracketed figures show each press's total printed capacity: W = 5000, X = 10000, Y = 10000, Z = 5000 (following the Hindi print's brackets; the English print's '(500)' for W is a typographical error, dropping a zero).
Total printed = 5000+10000+10000+5000 = 30000.
Total actually distributed (from the corrected totals) = 3500+9000+8500+4000 = 25000.
Copies not distributed to any city = 30000 − 25000 = 5000.
Percentage not distributed = 5000 ÷ 30000 × 100 = approximately 16.7%.
