The correct answer is

6250

This question was officially dropped by UGC NET along with the other questions on this table, owing to the printing inconsistency between the English and Hindi versions described above.
Total newspapers distributed across all four cities (all newspapers combined) = 3500 (W) + 9000 (X) + 8500 (Y) + 4000 (Z) = 25000.
Average distributed per city = 25000 ÷ 4 = 6250.
