The correct answer is

96:91

We need to express the number of Car travellers to Delhi and the number of Air travellers to Mumbai as a simplified ratio.
Car travellers to Delhi = 19200.
Air travellers to Mumbai = 18200.
Ratio = 19200 : 18200.
Both numbers are divisible by 200 (a common factor): 19200 / 200 = 96, and 18200 / 200 = 91.
So the ratio simplifies to 96 : 91. Since 96 = 2 x 2 x 2 x 2 x 2 x 3 and 91 = 7 x 13 share no common factor, this is the lowest form.
Therefore, the required ratio is 96:91.
