Matching questions are quickest to solve by pairing whichever items are unmistakable first, then using the codes to eliminate.

Item a, Flood, matches description 4, excess rain and uneven distribution of water. A flood is the submergence of normally dry land, caused most often by rainfall exceeding what rivers and drainage can carry away.

Item b, Drought, matches description 1, lack of rainfall of sufficient duration. Drought is the opposite condition, a prolonged shortfall of precipitation leading to water scarcity, crop failure and, in severe cases, famine. Note that duration is what distinguishes drought from a merely dry spell.
