 The question asks how many distinct quantities each device can be made to deliver.

(b) Seismic system — the most. A spring-mounted mass inside a case is a genuinely versatile instrument, because which quantity it reports depends on where its natural frequency sits relative to the motion being measured:

One mechanical arrangement, three different measurands — and it needs no external reference, since the inertia of its own mass provides one.

So it offers more than one output, but they are all angular quantities — a narrower set than the seismic instrument's displacement, velocity and acceleration.

(a) Float element — fewest. A float rides on a liquid surface and its position follows the level. It measures essentially one thing: liquid level (from which volume follows trivially for a known tank shape). Simple, cheap and robust — but a single-purpose device.

The principle behind the ranking. The versatility of a transducer depends on how many independent physical effects it can be arranged to sense. A device with an internal dynamic system — a mass and spring, or a spinning rotor — has frequency-dependent behaviour that can be exploited in several regimes, whereas a purely geometric element such as a float has only one mode of operation.
